NEWS BRIEF: "Declaration of Emergency: Mad Cow Disease in United States", Department of Agriculture, Ann M. Veneman, Secretary of Agriculture, September 27, 2001, Volume 66, Number 188, From the Federal Register Online http://fr.cos/ then "Browse Through Back Issues", then "2001 Issues", then "September", then "September 27".
"Therefore, in order to address the CWD [Mad Cow Disease] threat to U.S. livestock, APHIS has determined that additional funds such as depopulation and disposal, clean-up and disinfection, establishment of surveillance and certification programs ... should save the Federal Government and farmed elk industry from having to deal with a more costly and widespread problem later. Therefore, in accordance with the provisions of the Act of September 25, 1981, as amended (7 U.S.C. 147b), I declare that there is an emergency that threatens the livestock industry of this country and hereby authorize the transfer and use of such funds as may be necessary .... to establish a chronic wasting disease eradication program in the United States.".
The Secretary of Agriculture, Ann Veneman, then backdates this declaration of national emergency to September 21.
Since early March , 2001, the United Kingdom has been in the death throes of an absolutely insane program of a Foot-and-Mouth Disease "disease eradication program". To date, Great Britain has lost over one-half her total herds of cattle, sheep, and pigs, in order to "fight" against a disease that is mild amongst the animals, resulting in two-thirds of them recovering on their own. Further this disease cannot cross the human species barrier. Humans may eat the meat from an infected animal, and even drink the milk of an infected cow without being affected. This is standard biology, and is not disputed by officials when confronted by a knowledgeable person.
However, the propaganda of the Mass Media in Great Britain trumpets a far different story. The public is told that this is a vicious disease that can kill entire herds and threaten the health of the general population. Therefore, an aggressive campaign to kill entire herds has been implemented in the United Kingdom, to the point today, where an entire industry is going out of business: the meat growing and slaughtering industry! Great Britain is likely to lose all her cattle, sheep, and pigs before the wanton slaughter is finished, even though over 95% of all animals killed were perfectly healthy before they were killed!

However, Jeremy Rifkin makes it quite clear that he is aiming his attack on the meat producing industry on a worldwide basis. Great Britain today: America tomorrow!
Luciferians are uniquely vegetarian, and that is the planned lifestyle of the coming New World Order, the Kingdom of Antichrist. This entire effort in Great Britain is driven by Satanic religious doctrine. We demonstrate, in Seminar 4, Raging Spiritual Warfare At This End of the Age, that herd eradication as we have seen carried out in Great Britain, is part of the general spiritual warfare that the occult Illuminati is waging to so change the cultures and the peoples of the world so their supernatural Christ can appear. We further state in this seminar that this herd eradication is coming to American shores, and will be part of the general panics planned so Antichrist can arise.
Further, we reported on the draconian steps already taken by several American states in preparation for this herd eradication effort. Apparently, this planned response will occur on a state-by-state basis and will be spearheaded by FEMA [Federal Emergency Management Agency], so that none of the political mud will wash up on President Bush. This President needs to appear "above the fray" so that he can continue his global war on terrorism; therefore, local and state officials appear to be poised to coordinate their herd eradication program with FEMA at the controls.
A LOOK AT THE DECLARATION OF EMERGENCY
The supporting paragraphs preceding the actual announcement of the declaration of a National Emergency speak only about Mad Cow Disease in wild populations of elk and deer. However, at the moment of issuing the decree, the Secretary of Agriculture suddenly uses the words, "livestock industry" of this country! This term is generally used to describe sheep, cattle, and pigs! In fact, my Tormont Webster Illustrated Dictionary defines livestock thusly:
"Domestic animals such as cattle, sheep, or goats, raised for home use or for profit, usually on a farm".
Notice this dictionary definition of livestock does not include wild herds of elk and deer! Therefore, it is highly significant that the Secretary of Agriculture uses the term, "livestock industry" when she implements her declaration of national emergency, even though her supporting documentation deals only with elk and deer having Mad Cow Disease! The usage of "livestock" is neither accidental, nor coincidental. The real target is probably the sheep, cattle, and pig populations of American farmers and ranchers.
In Great Britain, the annihilation of the herds was undertaken on the pretext of Foot-and-Mouth Disease; in America, the annihilation of our herds may very well be undertaken on the pretext of Mad Cow Disease. Of course, Mad Cow Disease IS fatal to humans, killing our brains very rapidly once the full onset of the disease is under way. This disease is always fatal to humans once it gets established in the body.
Let us examine the health facts that the Secretary of Agriculture sets forth, to see how eerily similar they are to the health facts of the Foot-and-Mouth Disease effort in Great Britain.
1) "Although there is currently no evidence CWD is linked to disease in humans, or in domestic animals other than deer ... a theoretical risk of such a link exists." [Page 3; Emphasis added] In Great Britain, there is absolutely no medical evidence that humans can be affected by this disease; nevertheless, journalists in the Mass Media have repeatedly played on the "theoretical risk" that humans might be affected.
The Secretary is more explicit in her linkage between elk and humans. "The disease has become of particular concern due to its fatal nature, lack of known prevention or treatment ... and its possible transmissibility to cattle or other domestic livestock and humans."
Do not be deceived: the stage for annihilation of our herds is now set in place.
2) "Public perception and consumer fears that CWD from deer and elk could cause disease in humans or in domestic livestock could destroy the markets for elk or deer products." The Secretary then lists Canada and Korea as examples of countries that have stopped the importation of elk and deer because of fears of CWD infection. In Great Britain, great fear of losing overseas markets was used greatly to fuel the fires of the burning corpses of these formerly perfectly healthy animals.
3). "Without a Federal program in place to depopulate infected and exposed animals ..." This "depopulation" of herds is the major goal of this national emergency; however, the herds really being targeted are the herds of cattle, sheep, and pigs. Later, the Secretary mentions "CWD eradication"; however, her goal is really the eradication of our entire meat-producing industry. Do not be deceived on this point. Great Britain is our example, and America shall follow in her footsteps. Remember the principle that the Illuminati never tries anything out on a large scale unless they first test in out on a smaller scale. We have been predicting for months that American herds would be the next target, once the British government had the process perfected. We may be at this moment now.
4) While only 1,000 elk and deer have actually tested "CWD positive", the government has slaughtered 110,000 animals. This statistic means that 99% of all animals slaughtered were healthy; in Great Britain, over 95% of all animals killed were perfectly healthy!
5) "There is no live animal test for CWD, so it is impossible to determine whether a live animal is positive." Likewise, the test for Foot-and-Mouth Disease is equally unreliable, so much so that it is impossible to determine whether a live animal is positive.
Therefore, British officials have thrown a wide circular net around farms that have reported to have confirmed cases of FMD, so that entire healthy herds have been slaughtered. American state officials have already stated that this is their plan for FMD also. You can bet that this will be their plan with CWD.
6) "Indemnity from State programs has not been adequate to pay fair market value for depopulated elk, so each depopulation has caused considerable financial loss to the herd owner." Thousands upon thousands of British herd owners have been thrust into such severe financial distress that many of them are now losing farms and ranches and are going bankrupt. Some farmers have even committed suicide.
To make matters worse, while the British Government initially promised "fair market" compensation for herds lost to "depopulation" efforts, the reality is that very little money has actually flowed. In past months, I have repeatedly seen articles stating that the government is actually scaling back their "just compensation". As usual, the little guy gets ambushed by the very government program designed to "aid" his plight.
CONCLUSION
While this national emergency is very young, and only a "theoretical link" has been mentioned between elk and deer populations and the herds of cattle, sheep, and pigs, we believe it likely that an announcement will soon be made that Mad Cow Disease has been discovered in our domestic meat producing herds. At that point, the full force of the Federal Government will immediately into play, setting in motion the "depopulation" program so efficiently being carried out by the government of Great Britain.
American herds will then be senselessly slaughtered, while farms and ranches held in family hands for generations will be lost. But, the satanic spiritual program of Jeremy Rifkin will go forward in America. Our "High Entropy" civilization will have been destroyed, replaced by the "Low Entropy" so desired by the occult.
However, remember that this coming "herd depopulation" will occur along with multiple crises sweeping over us. We shall hear of wars, rumors of wars, natural disasters, CWD amongst our livestock, riots in the cities, and Arab terrorism in our cities. The goal is to so panic us that we will allow our liberties to be abolished, and our Constitutional government to be dissolved, so that the President can "deal" with these crises. We shall just barely get used to one disaster when news of another will break over our heads.
How great will these planned panics get? Jesus said it perfectly: "Men's hearts shall fail them for fear".
Truly, these events portend the End of the Age. Are you spiritually ready? Is your family? Are you adequately protecting your loved ones? This is the reason for this ministry, to enable you to first understand the peril facing you, and then help you develop strategies to warn and protect your loved ones. Once you have been thoroughly trained, you can also use your knowledge as a means to open the door of discussion with an unsaved person. I have been able to use it many times, and have seen people come to Jesus Christ as a result. These perilous times are also a time when we can reach many souls for Jesus Christ, making an eternal difference.
If you have accepted Jesus Christ as your personal Savior, but have been very lukewarm in your spiritual walk with Him, you need to immediately ask Him for forgiveness and for renewal. He will instantly forgive you, and fill your heart with the joy of the Holy Spirit. Then, you need to begin a daily walk of prayer and personal Bible Study.
